As salaamu alaykum,
I read in a fatwa:
"Washing is defined as making water flow on the limb such that it would normally drip off. It is not a condition that water flow over the entire limb as that would be unreasonably difficult, for obvious reasons.
When you pour water over a limb and then rub the entire area, you are considered to have washed it and thus, fulfilled the divine command."
However i read somewhere else:
"When washing the body parts in Wudhoo' andwater must run over them. If a person pours water on part of the body and then wipes the water with his hand over to the rest of it, then this is not sufficient because this is considered wiping and not washing."
I am confused now as they appear contradictionary.
Anyone who can shed some info about it?

When you pour water over a limb and then rub the entire area, you are considered to have washed it and thus, fulfilled the divine command." It is a condition for water to flow/run over the entire limb. The answer may just be badly worded. It is not necessary for the water to flow over the whole limb on its own. If one uses his hand to help the water flow over/reach parts of the limb it will be valid. ( Halbat al-Mujalli, p. 47) But if water is poured only over one part of the limb and then it is just rubbed over other parts (without flowing/running), this would not be valid.
