Some sisters are forwarding the following narration about the reward for istighfar during menstruation. Is it authentic?

This narration is NOT mentioned in any reliable compilation of hadith - neither major, nor minor.
It is not even found in the compilations of unreliable works of hadith and collected fabrications!
Only some parts of the above "hadith" can be found in a book called Nuzhah al-Majalis (al-Safuri, 'Abd al-Rahman ibn 'Abd al-Salam [D.894 AH], First ed. Cairo: Maktaba al-Thiqafy, 2004. p.248).
This book, primarily, is beneficial for topics on self-rectification (tazkiya) and perhaps some pointers in Shafi'i legal thought. However this book is no book of hadith.
It contains many unsubstantiated stories, fables and tales of Abrahamic prophets and before them (Isra'iliyyat), in addition, many strange and fabricated narrations are found in this book.
Therefore it would be Fardh (obligatory) to refrain from spreading the so-called "hadith" above, as the Prophet (sallallahu 'alayhi wa sallam) has warned with great seriousness, that any person who attributes a lie to him, should book his seat In the fire of Jahannam. (Sahih al-Bukhari, No.1229)
NOTE: The scholars encourage making du'a and istighfar (seeking forgiveness) whilst a woman is on her menstrual period (haydh), but there is no fixed wording that should be prayed. The virtues of istighfar (seeking forgiveness) and making du'a are found in many authentic hadith. So we should continue to seek forgiveness and make du'a, especially so in this blessed month of Ramadhan.

"It is related in a hadith that Rasulullah (sallallahu 'alayhi wa sallam) said if a woman reads (at her time of haydh [menstruation]):
seventy times at the time of every salah or any other istighfar even if it be astaghfirullah only, then she will get the reward of reading one thousand rak'at of salah, seventy of her sins are forgiven, her status is raised in the eyes of Allah and for every letter of istighfar, she gets a nur and for every vein in the body, one hajj and 'umrah is written!"
سبحانك أستغفر الله الذي لا إله إلا هو الحي القيوم
(subhanaka astaghfirullahalladhi la ilaha illa huwal hayyul qayyum)
