Mawlana Fasih is a very close friend of mine. He studied in Jamia Islamiyya Newtown, Karachi. He's the Khalifa of Mawlana Nūr Muhammad Sahib who's the Khalifa of Mawlana Hakim Muhammad Akhtar (rahmatullahi 'alayh). He saw the hilal with a group of close to 10 people and gave his testimony to senior Ulama of the Sharia Council of California.

This is interesting:
Seen in California??: Mr Mohammed AbdulRaoof SABER reported: The Chicago Hilal Committee has accepted authentic moonsighting reports from California late at night around 11:30pm on Thursday, July 16, 2015.
Moonsighting.com believes that these sightings are not authentic. May be they saw something that they thought was the moon. wallahu A'lam

Maulana Suhail Akubat:
That is unfair.
Me:
Definitely unfair. Seems like rejection was based solely on calculations. How can someone using the above reasoning then criticise Saudi???
Shaykh Dr. Abul Hasan Hussain Ahmed asked:
According to moon sighting calculations was there a chance of seeing the moon over California on Thursday evening?
Here is the visibility chart:

Shaykh Dr. Abul Hasan Hussain Ahmed then raised the following point:
Does this not prove that these coloured regions of visibility/invisibility are not absolutely authoritative and atmospheric conditions may still allow the new moon to be still sighted?
Mufti Husain Kadodia answered:
Yes, I think these sightings definitely throw doubt on these charts which are considered so authoritative.
Mufti Amjad Mohammed:
There have been similar 'sightings' from KSA - when it is not possible to see the moon as it isn't born.
I suggest strongly to read the paper please.

Maulana Ashraf Dockrat mentioned the following additional point:
I don't think the issue is about the visibility maps. We need to keep in mind that there are are different criteria for drawing up these maps which differ. There are a number of factors and variables which Alhamdulillah we have tried to study here from our masjid hilal committee. Muftis are generally not aware of a number of these to the extent that some people now say that JUSA dont take scientific information into account which is itself a misrepresentation. There needs to be a balance and we need to learn to use the best apps there are. Jamiah Rashidiayyah have done some good work in this field.
Me:
The reason I was thinking of posting this summary is because some 'ulama seemed to be objecting to the sightings solely on what seems to be the visibility maps.
Mufti Amjad Mohammed:
That is absolutely correct as well. There are two extremes as always. It's the path in between that we have to adopt.
